In this case I would choose the 13 steps. Why ??
The thread width of 230 is in the range of a comfortable step so if you can add on a lower riser it makes the stair more compliant
I used to prioritize the tread width as this comfort is more important than a riser of 190 or 200 mm. In cases to reach a better tread width I would choose the higher riser. In your case the lower riser still has a comfortable tread width.
Off course this remains a personal choice. The 12 steps variant you have works as well 😉

I am designing a new staircase in my house, between ground floor and the basement. The basement is being renovated to be full living space. Half is above ground, so doesn’t feel like a basement. But there is limited space for the stairs.
Is it better to have more stairs with a smaller tread and a lower riser, or fewer stairs with a longer tread and a taller riser?
12 steps, riser – 209mm, tread – 250mm
or
13 steps, riser – 193mm, tread – 230mm
Which option would be more preferable when using the stairs?
