Sorry to say but you can’t make a default stair with a landing.

You can set up a template stair with a landing.

You can then change the stair’s height and adjust the number of steps in each flight with Interlanding Parameters tool box

However, landings will disappear when you change the length, width or number of flights.

I would say that in general and for most purposes you have to insert landing each time according to the project you are working on.
